Military Road Housing Proposal Enters NSW State Significant Pathway

A Cremorne housing proposal spanning three properties on Military Road has been declared State Significant Development following a recommendation from the Housing Delivery Authority (HDA).



The proposal covers 257, 261 and 263 Military Road and is recorded as EOI 377875. The HDA describes a 20-storey shop-top housing development with about 129 indicative dwellings, ground-floor retail and 5 per cent of the dwellings dedicated to affordable housing in perpetuity. 

The signed ministerial order also includes the Cremorne land among the latest projects formally declared State Significant. The declaration allows the project to proceed through the state assessment pathway but does not amount to development approval.

Proposal seeks 65 metres on a 16-metre site

The HDA record says the project proposes a total height of 65 metres, compared with the current 16-metre building height control applying to the site. The authority advised that the scale of the proposed uplift could result in lower development standards and a reduced dwelling yield following merit assessment.

HDA records identify Platino Properties Pty Ltd as the proponent and state that the project involves a concurrent rezoning. The authority said the proposal satisfied the HDA criteria for State significance but would require further refinement in consultation with the Department of Planning, Housing and Infrastructure. 

The HDA also noted that significant planning uplift would generally be expected to deliver affordable housing in perpetuity, with feasibility guiding the final approach. The EOI already proposes 5 per cent of dwellings as permanent affordable housing. 

Existing development applications cover parts of the site

Planning records show development activity was already underway across portions of the Military Road properties before the HDA declaration.

North Sydney Council considered DA 328/2025 for 257-259 Military Road through its Local Planning Panel in March 2026. Council documentation for that proposal identifies a mixed-use development with 12 apartments, commercial floor space and 11 car spaces, under the existing 16-metre height control.

A separate commercial listing for 261-263 Military Road described the 668-square-metre corner property as leased to BMW Mosman, with an 18-metre frontage to Military Road and more than 30 metres to Spencer Road. The property was marketed for sale in 2026 and was identified as having MU1 Mixed Use zoning and a 16-metre height limit. 

The newly declared HDA proposal therefore combines land that has previously been considered or marketed separately into a larger State Significant Development site.

Detailed assessment remains ahead

EOI 377875 was one of 10 proposals recommended for State Significant Development declaration at the HDA’s August 18 meeting. The authority considered 36 expressions of interest at the meeting, recommending 10 for the HDA pathway. 



A formal State Significant Development application would still need to provide detailed architectural, traffic, environmental and infrastructure documentation before public exhibition and assessment. The HDA has specifically cautioned that the 129-dwelling yield and 65-metre height remain indicative, with both subject to refinement during the merit assessment process.
